I'd probably go with Veo, Kling, or Runway. They work best for generating short scenes that can be edited into a longer video.

Runway, Kling AI, Pika, and HeyGen are the main tools for this, while Runable offers a more all in one workflow.

If I had to pick one right now, I’d probably go with Runway. It’s not perfect for full long videos, but for building solid scenes and then stitching them into something longer, it’s the most reliable for me.
