How to go from 0 customers to a loyal fan base of reliable sales?

In terms of content creation online, I know tons of people sell items and merch as well as do colabs. While most viewers don't spend any money, all these creators still seem to make good money selling merch because they have a loyal fan base that will reliably spend money on their items. How does someone go from 0 to that? Is it something that happens over time?

The same way anyone else builds a fan base. You have to be consistent with what you do and offer quality that people enjoy. View it through the lens of someone making music. If you want people to listen and share your music to others, you have to give them an experience that they can't find elsewhere or one that is similar to one (another band for example) that they already enjoy.

This! If you give people what they want, make it an enjoyable experience, and build some level of trust you will quickly grow a community of people that all share interest in what you offer.

What is this pertaining to? A self-hosted platform? YouTube? Another social account?

It matters in what context your are asking. It sounds like you are asking in terms of YouTube and in that case, it just takes time. Only a few people strike gold right away.

Exactly right. If you make videos that people get bored of part of the way through, they will stop watching and go elsewhere.

But like with everything else, it does take time to build up a following.
